Debt levels are as at March 31st of each year.
Population is as at July 1st of each year in the same fiscal year -
for instance, the 2024 debt is as at March 31, 2024, and the
population is as at July 1, 2023.
With a BC provincial election happening on October 19, 2024, it
seems odd that all of the political parties seem to be ignoring the
massive debt problem. See Opinion:

Columbia Power Corporation $266 million
Columbia Basin joint ventures $1.265 billion
Post-secondary institutions' subsidiaries $682 million
BC Liquor Distribution Branch $233 million
Other $94 million - includes Columbia Basin Trust's' share of
real estate investment joint ventures' debt and Insurance
Corporation of BC (ICBC)
