Manitoba 2012 Budget

Personal and Corporate Income Tax

bulletReduction in enhanced dividend tax credit rate, from 11% to 8%, for 2012
bulletIncrease in Tobacco Tax rate effective midnight, April 17, 2012, from 22.5¢ to 25¢ per cigarette
bulletIncrease in fuel tax on unmarked gasoline and diesel fuel from 11.5¢ to 14¢ per litre, and marked gasoline increase of 3¢  per litre, all effective May 1, 2012
bulletNew refundable corporate data processing investment tax credit
bulletEnhancement of Co-op education and apprenticeship tax credits
bulletCorporation capital tax on financial institutions increased from 3% to 4%
bulletAmendments to the Neighbourhoods Alive! Tax Credit retroactive to April 12, 2011

Sales Taxes

Effective July 1, 2012:

bulletCertain personal services will now be taxable:  spa treatments, non-medical skin and nail services (e.g. pedicures, manicures, facials), hair services (haircuts, hairstyling, hair removal and augmentation), tattooing and piercing.  No sales tax will apply to haircuts costing less than $50.
bulletSales tax will be applied to prescribed insurance premiums under a contract of insurance, other than for health, accident or sickness, Autopac, or individual life insurance.  This includes property and casualty insurance, group life insurance, trip cancellation insurance, baggage insurance, and land titles insurance.  The tax will apply where the insured is a person resident in Manitoba or the premiums are paid in respect of property located in Manitoba

To reduce tax administration costs for businesses, the tax return filing frequency will be reduced, allowing 17,000 businesses to file their sales tax returns less often.
