Payments beginning in July 2023 will be determined based on the 2022 tax return.  However, the November 7, 2019 Economic Update announced that tax legislation would be amended to enable Revenu Quebec to pay the QST component of the solidarity tax credit to social assistance recipients without them having to file a tax return.

The Solidarity Tax Credit has 3 components:

bullethousing component
bulletQST component
bulletcomponent for individuals living in northern villages

The Quebec 2023 Budget announced that the government plans to increase the housing component of the solidarity tax credit as of July 2023.

To claim the solidarity tax credit, an individual must:

bullet be 18 or over
bullet be resident in Quebec
bullet have legal status (Canadian citizen, permanent resident, refugee, etc.)
bullet not be confined to a prison or similar institution.

Only one solidarity tax credit claim can be made per couple.

To receive the tax credit payments, individuals must be registered for direct deposit.  Individuals who are not already registered for direct deposit can register online using the Register for Direct Deposit service.

For someone who became a Quebec resident in the taxation year, Schedule D of the income tax return must be completed to claim the solidarity tax credit for the 12 month period beginning the following July.
