Manitoba 2016 Budget - May 31, 2016

Legislation: The Budget Implementation and Tax Statutes Amendment Act, 2016

Manitoba Personal Tax Measures

bullet Seniors' School Tax Rebate increase to $470 is retained, and the Rebate will be income tested. The administration of the Rebate will now be done through the income tax return.  The 2016 rebate will be claimed on the 2016 income tax return filed in early 2017.  We'll determine near the end of 2016 whether the Rebate will be included in the Canadian Income Tax Calculator.
bulletEffective January 1, 2017, personal income tax brackets and the basic personal amount will be indexed for inflation each year.
bulletManitoba Finance will undertake a value-for-money review of the province's personal tax credit system.
bulletThe budget bill includes a slight revision to the dividend tax credit for non-eligible dividends.

Manitoba Business Measures

bulletEligibility for the Green Energy Equipment Tax Credit will e expanded to include gasification equipment and equipment for co-generation of energy using biomass fuel.  This is a refundable tax credit for the purchase of machinery and equipment used to generate renewable energy in Manitoba.  See Green Energy Equipment Tax Credit on the Manitoba website.
bulletSmall Business Venture Capital Tax Credit is being extended by 3 years from Dec 31, 2016 to Dec 31, 2019 - see Small Business Venture Capital Tax Credit on the Manitoba website.
bulletThe Interactive Digital Media refundable tax credit for corporations will be reviewed to consider enhancements to the eligibility criteria.  See Interactive Digital Media Tax Credit on the Manitoba website.
bulletManitoba Finance will undertake a value-for-money review of the province's business tax credit system.

There was no change announced to the rate of provincial sales tax.

Manitoba 2016 Fiscal Update - March 8, 2016 - Government subsequently replaced

Manitoba presented an Economic and Fiscal Outlook, not a 2016 Budget, on March 8, 2016.  A full budget was not tabled prior to the April 19, 2016 election.  The Manitoba Progressive Conservative Party replaced the NDP government in their April 19, 2016 election.
